Guests, we are happy to have you join us this week!

As we see it, our flexibility as an online, asynchronous club allows a special type of service to Rotarians around the world: we make it easier for anyone to strive for and maintain 100% attendance. That keeps you engaged with Rotary's events and ideas, and provides a moment of inspiration for devoting your creativity, talents, and resources to good causes.

You are certainly not required to pay anything in order to attend our meetings. However, if you would like to make a small contribution to our service efforts, you are welcome to do so in our secure Happy Dollars section down the page. This could be what you normally pay at your own club's meetings for lunch, for example. Any amount is welcome, but first and foremost, we're happy you've joined us, and hope you will share with others who we are and what we do to help inspire Service Above Self.

And don't forget to fill out our attendance form so you get an email you can pass on to your club's secretary!


The Four Way Test

The Four-Way Test is a nonpartisan and nonsectarian ethical guide for Rotarians to use for their personal and professional relationships.

Two judges were stumbling home from their local pub, arms around each other, loudly singing Kenny Rodgers. "Hey," said one, "I think we're drunk." "You are right, and according to the law I will have to charge you with being drunk and disorderly," said his mate. "And you will have to appear before me at 10AM tomorrow," said the first. Next morning in court, the first pleaded guilty to the charge and was fined $10. They then switched places. "Drunk and disorderly, eh? You are fined $20." "Hey," protested the first, "When I was in was in chair I only fined you $10!" "Yes," said the second judge, "But the offence is becoming too common. You are the second drunk to appear before the court this morning."

Weekly Inspiration

This Surgeon Has Restored Sight to 130,000 Blind People is the title of this Great Big Story video about a doctor in Nepal, and how he has made an incredible difference in the lives of so many. When we look at the reality of haves and have-nots, we see that this covers much more than money - it covers being able to see, or even to live. Thanks to Cal Mann for sharing this gem!

World of Rotary

Every week we will focus on a particular story that tells of our organization and the work of Rotarians in the world.

Since the program began in 2002, the Rotary Peace Centers have trained more than 1,300 fellows who now work in more than 115 countries. Many serve as leaders in governments, NGOs, the military, education, law enforcement, and international organizations like the United Nations and the World Bank.

On Monday when I was grocery shopping there was an opportunity to donate money to the food bank in the county I live in. This made it easy to check off this weeks engagement goal.

Happy Dollars: Do Good by Sharing Something Good

Each week we ask our members to share stories with the club and toss in a few dollars to support our efforts. The primary goal of this section is to provide a fun way of getting to know each fellow members and guests, while giving back to a good cause.

Happy dollars is an opportunity to share something positive that has happened in your life whether it is personal or business. Think of it as your opportunity to brag a little, but also put a little bit into a karma jar. The money donated through happy dollars is put to charitable use, and the message that you leave for happy dollars will be posted in our online meeting the following week for the entire week for folks to see! (Pending that it’s appropriate!)

Program: Medicaid IMDs: A Barrier to Mental Health Treatment

Every week we bring to you a new program on innovation, entrepreneurship, and education, and how those contribute to service to others.

Many people with severe mental illness cannot get medical treatment when they need it the most. One of the main reasons for that lack of access to care is an antiquated and disastrous part of Medicaid law called the Institutions for Mental Disease (IMD) Exclusion. Under the IMD Exclusion, Medicaid will not pay for treatment in facilities with more than sixteen inpatient beds, and this rule prevents hospitals from offering psychiatric services to meet the need in their communities. However, the federal government now allows states to apply for a waiver to end the IMD Exclusion. California should apply for the waiver and allow its hospitals to offer inpatient psychiatric services to people with severe mental illness, but your state will not seek the waiver without an advocacy effort to convince the state government of both the humanity and logic behind doing so.

Michael Gray is legislative and policy counsel at the Treatment Advocacy Center. He works in multiple states towards better civil commitment laws and access to mental health care for people with the most severe cases of mental illness through Medicaid policy changes.

Prior to coming to the Treatment Advocacy Center, Michael was the executive director of NAMI Louisville from 2013 until 2015, when he began lobbying the Kentucky legislature full-time for stronger and more effective mental health laws. In 2017, he represented NAMI Kentucky and other groups that passed Tim’s Law, Kentucky’s assisted outpatient treatment statute.

Michael received his juris doctor, master in urban planning and bachelor’s degrees in history and philosophy from the University of Louisville.
